Natural Gas Impact Fee Act: Fact and Fiction
Many public statements have been made since the Governor signed Act 13 into law.

On February 14, 2012, after three years of debate and months of intense negotiation, Governor Tom Corbett signed Act 13 of 2012 (HB1950) into law. The measure allows for a local impact fee on natural gas wells, impose significant new environmental regulations on the industry, improve public safety standards, and clarify how local governments may use zoning and land use regulations to regulate drilling operations.
To assist local governments to understand the most critical and immediate Act 13 requirements, a 1 1/2 hour Webinar co-sponsored by the PA Local Government Training Partnership will be held at 9:00 AM on February 28, 2012.
The session will provide participants:
- An overview of Act 13 of 2012, the Marcellus Shale Act, and what it means for your community whether your municipality is zoned or not!
- How Act 13 will provide much needed funds for your local government, make sure that you receive your share and know how you can use it.
- Facts regarding the sweeping environmental reforms Act 13 impose on the industry to protect water quality, increase well bonding requirements, disclose fracking additives, and much more.
- What aspects of natural gas activities may be regulated by local governments under the new law and learn about some new tools.
